ACTION was established in 1987, as part of Zimbabwe Trust to address the need for providing information materials for children in the areas of education, health, development and environmental. Action’s interventions were aimed at mitigating the numerous challenges regarding poor or no infrastructure, untrained teachers and a serious lack of educational teaching and learning materials especially in schools found in the marginal, disadvantaged areas. Action transformed into an independent registered PVO 30/12 known as Action Institute for Environment Health and Development Communication (Action IEHDC).

Action believes that for behaviour change to take place there is need for an enabling environment in which this change ought  to take place. Various factors are at play at various levels:
